The Moneylenders Credit Bureau, commonly known as the MLCB, is Singapore’s centralised database of borrowing records from licensed moneylenders. It is operated by DP Information Group on behalf of the Ministry of Law (MinLaw), which regulates all licensed moneylending activity in Singapore under the Moneylenders Act.
Every licensed moneylender is required to report loan data to the MLCB. When you borrow from any licensed moneylender, the details of that loan — including the amount, repayment schedule, and your repayment conduct — are recorded in the MLCB system. This gives both regulators and lenders a consolidated view of your moneylender borrowing history.
The MLCB is separate from the Credit Bureau Singapore (CBS). CBS tracks credit data from banks and financial institutions and falls under the purview of the Monetary Authority of Singapore (MAS). Your CBS credit report covers credit cards, home loans, car loans, and other banking facilities. Your MLCB report covers only loans from licensed moneylenders — the two systems do not share data.
This distinction is important. If you have only borrowed from banks, you will not have an MLCB record. Conversely, your licensed moneylender loans do not appear on your CBS credit report. You can learn more about how licensed moneylenders operate in our guide to checking if a moneylender is licensed.
Your MLCB Loan Information Report is a record of your borrowing activity with licensed moneylenders in Singapore. It is compiled from data that every licensed moneylender is required to submit to the MLCB.
Key information in your report includes:
Equally important is what the report does not contain:
The MLCB report gives a focused snapshot of your licensed moneylender borrowing — nothing more, nothing less.
You can obtain your own MLCB Loan Information Report through the official MLCB website at mlcb.com.sg. The process is straightforward and takes just a few minutes.
Step 1: Visit mlcb.com.sg and select the option to request your Loan Information Report.
Step 2: Log in using your SingPass credentials. SingPass verification is required to confirm your identity before any report is generated.
Step 3: Pay the report fee of S$6. Payment is processed online during the same session.
Step 4: Once payment is confirmed, your report will be generated and available for immediate download.
You will need an active SingPass account to access the service. If you do not yet have SingPass, you can register at singpass.gov.sg.
Checking your own MLCB report is a personal inquiry. It has no effect on your loan eligibility or how licensed moneylenders assess your future applications. In fact, reviewing your own report before applying for a loan is a prudent step — it lets you confirm the accuracy of your records and understand where you stand relative to the borrowing caps.
As a licensed moneylender regulated by MinLaw (licence number 48/2026), Best Licensed Moneylender queries the MLCB system as part of every loan application we process. The MLCB check is mandatory — no licensed moneylender can legally skip it. Here is what we look at when you apply.
Number of active loans: This is one of the first data points we review. We check how many outstanding loans you currently hold across all licensed moneylenders in Singapore. The borrowing caps set by the Moneylenders Rules limit the total aggregate amount any individual can borrow, so the number and size of your existing loans directly affects how much additional credit can be extended to you.
Repayment track record: Your repayment conduct across current and past loans tells us how reliably you meet your obligations. A clean repayment history — payments made on time with no defaults — strengthens your application considerably. Conversely, a pattern of late or missed payments signals higher risk and may affect the terms we can offer.
Total outstanding debt: We look at your total outstanding balances across all licensed moneylenders. This figure, combined with your declared income, determines whether you remain within the borrowing caps prescribed by MinLaw’s regulations. If your existing debt is already close to the cap, there may be limited room for additional borrowing.
Loan history: Past loans that have been fully repaid are also visible in the MLCB system. A track record of borrowing and repaying responsibly is a positive signal. It demonstrates that you have experience managing loan obligations and have honoured your commitments in the past.
It is worth noting that the MLCB does not show us your bank loans, credit card debt, or CBS credit score. The MLCB and CBS are entirely separate systems. Our assessment through the MLCB is limited to your licensed moneylender borrowing activity.
MinLaw’s Moneylenders Rules set clear limits on how much any individual can borrow from licensed moneylenders in Singapore. These caps are tied to your annual income and residency status, and the MLCB is the mechanism that enforces them across the entire industry.
Singapore Citizens and Permanent Residents
Foreigners Residing in Singapore
Different borrowing caps apply to foreigners residing or working in Singapore. These are also prescribed by the Moneylenders Rules and tend to be more restrictive than the caps for citizens and permanent residents. For a detailed breakdown of foreigner loan eligibility and borrowing limits, see our foreigner loan guide.
The MLCB plays a central role in enforcing these caps. Because every licensed moneylender reports all loan data to the MLCB, the system provides a consolidated, up-to-date view of each borrower’s total outstanding debt. Before approving any new loan, we check the MLCB to confirm that the additional borrowing would not push the applicant beyond the prescribed limits.
Licensed moneylenders are also bound by these regulatory caps under the Moneylenders Rules:
Your MLCB record is a running account of your borrowing from licensed moneylenders. Understanding how it works can help you plan your finances and put yourself in the strongest position when you need to apply for a loan.
Active loans remain on record. Any loan that has not been fully repaid stays on your MLCB record. These active loans are visible to every licensed moneylender you apply to and count towards your aggregate borrowing cap.
Settled loans are retained temporarily. Once a loan is fully repaid, the record does not disappear immediately. Settled loans are retained for a period as determined by the MLCB’s data retention policy. During this retention period, the record remains visible but shows the loan as fully settled.
Repayment conduct carries weight. A consistent history of on-time repayments works in your favour. Licensed moneylenders view reliable repayment as a strong positive indicator when assessing new applications. Records showing late payments or defaults may lead to closer scrutiny or less favourable terms.
The most effective approach is straightforward: borrow only what you need, make repayments on time, and clear loans in full as soon as you are able. A responsible borrowing history makes future applications smoother and gives lenders greater confidence in extending credit to you.
Can you “clear” or delete an MLCB record?
No. MLCB records are maintained by the system and cannot be manually cleared, deleted, or altered by borrowers or lenders. Loan records remain on the system for as long as the loan is active. After a loan is fully repaid, the record is retained for a period as determined by the MLCB’s data retention policy before being removed.
How long do MLCB records stay on file?
Active loans remain on your record for the full duration of the loan. Once a loan is settled, the record is retained for a period after full repayment, in line with the MLCB’s retention policy. The system maintains these records to provide an accurate and complete borrowing history for regulatory and lending purposes.
Does checking your own MLCB report affect your loan eligibility?
No. Requesting your own MLCB Loan Information Report is a personal inquiry. It does not appear as a lender check and has no impact on how licensed moneylenders assess your application. Reviewing your own report before applying for a loan is a sensible step.
What should you do if there is an error in your MLCB report?
If you believe your MLCB report contains inaccurate information, you should contact the MLCB directly or reach out to the licensed moneylender that reported the data in question. The reporting moneylender is responsible for the accuracy of the information it submits to the MLCB, and any corrections must be processed through the proper channels.
